Official VISITATION Policy

“Official Visitor”

The Governor, Lieutenant Governor, President pro tempore and
Members of the House of Representatives, justices and judges of the courts of record,
General Counsel, Attorney General and his deputies and authorized members of the
Pennsylvania Prison Society who have been designates as official visitors, whose names
have been given to the warden, in writing, together with the terms of their appointment
under the Pennsylvania Prison Society’s corporate seal.

Visitation Times for any Official Visitor

An official may enter and visit the Crawford
County Correctional Facility on any and every day, including Sundays, between the hours
of 9:00 a.m. and 5:00 p.m. Visits at any other time shall be made only with the special
permission of the warden.

Temporary Denial of Visitation for Official Visitors

If the warden of the Crawford
County Correctional Facility has previously determined that an emergency exists at the
Crawford County Correctional Facility, the warden may, with the approval of the
president judge of the court of common pleas court of Crawford County, temporarily deny
entry to an official visitor into the facility.

If a temporary exclusion exceeds 72 hours, the official visitor may apply to the court of
common pleas of Crawford County for a ruling to show just cause why the official visitor
should not be permitted entry into the county correctional institution.

Interviews

An official visitor may interview privately any inmate confined in the
Crawford County Correctional Facility and for that purpose may enter the cell, room or
dayroom wherein any inmates are confined. However, if the warden at the time of the
visit is of the opinion that the entry into a cell would be dangerous to the discipline of the
facility, then the warden may conduct any inmates with whom the official visitor may
desire a private interview into another area as the warden may designate and there permit
the “private” interview between the official visitor and the inmate to take place.

Official Visitors and Employees are not Exempt from Prosecution

Official visitors
and their employees shall not be exempt from prosecution for any criminal offense,
including, but not limited to, a violation of 18 Pa.C.S. ss 5121 (relating to escape) 5122
(relating to weapons or implement for escape) and 5123 (relating to contraband).

Decree of court

If an official visitor violates any provision of these policies, procedures,
rules or regulations, the warden of the Crawford County Correctional Facility may apply
to the court of common pleas for a ruling upon the official visitor to show cause why the
official visitor should not be deprived of his/her official visitation status. Upon proof the
the satisfaction of the court, the court may enter a decree against the official visitor
depriving him/her of all rights, privileges and functions of an official visitor at the
Crawford County Correctional Facility. (That to be determined by the courts of Crawford
County and not the Crawford County Correctional Facility).

Employees of Official Visitors

One employee of an official visitor may accompany the
official visitor when visiting an inmate at the Crawford County Correctional Facility and
may be present during an interview conducted by the official visitor.

Prohibited Official Visitors:

  1. The following categories of individuals will be prohibited from visiting inmates at
    the Crawford County Correctional Facility as official visitors:

    1. Any former inmate of any correctional system including CCCF;
    2. Any person who is currently under parole or probation supervision;
    3. Any current inmate in pre-release statue;
    4. Any CCCF employee
    5. Any former CCCF employee
    6. Any currently active Volunteer for the CCCF
    7. Any current or former contract employee; and/or
    8. Any victim of the inmate (without prior approval)
  2. The Crawford County Correctional Facility recognizes that legitimate reasons may
    exist for an inmate to receive visits from those categories of persons listed above. These
    persons may visit only with the permission of the warden of the CCCF as set forth below.
  3. The following procedures shall be followed for requesting approval for a prohibited
    official visitor to visit.

    1. The inmate requesting such a visit may submit a request slip to the warden
      identifying the official visitor by name, and status (current inmate, former inmate,
      parolee, employee, etc.) for the warden’s review and determination.
